Что сделано
Окна TG WS Proxy (настройки, окно обновления, окно первого запуска) всегда оставались поверх всех остальных окон - даже после потери фокуса, потому что -topmost включался в create_ctk_toplevel() и никогда не выключался.
Теперь -topmost включается только на короткое время при создании окна (чтобы поднять его наверх), а затем снимается - дальше окно ведёт себя как обычное и может быть перекрыто другими окнами.
