📄 Description

В версии 1.10.2 при открытии настроек появлялось «customtkinter не установлен», хотя библиотека была на месте и сам прокси работал. Окно не открывалось из-за ошибки Tcl/Tk: Can't find a usable init.tcl. Сообщение про customtkinter скрывало эту ошибку.

Поправил обработку: теперь приложение сообщает, что не удалось открыть окно, и показывает путь к логу с подробностями. Саму причину, по которой Tcl/Tk не находил файл, пока не выяснил.

В #934 было такое же сообщение при открытии настроек, а очистка Temp помогала. Совпадает ли причина, неизвестно; теперь при повторении можно будет посмотреть настоящую ошибку в логе.
