На маке повторное открытие настроек просто фокусит уже открытое окно (там это давно так), а на винде и линуксе каждый клик открывал ещё одно новое. Перенёс такое же поведение в windows.py и linux.py: если окно уже открыто — поднимаем и фокусим его, новое не создаём.
