Added lists/ipset-telegram.txt with official Telegram subnets.
Modified general (FAKE TLS AUTO ALT3).bat to use this list.

Crucial change: Enabled global UDP filter (1-65535) for Telegram IPs.

Reason: Telegram P2P and Relay calls use random UDP ports (STUN/TURN) which were previously blocked/dropped by DPI. This config fixes connection issues and "Connecting..." loops for calls and improves media loading stability.
