Summary

Diagnostics currently changes system state while reporting it. This PR makes the diagnostics path read-only and adds an explicit Repair Problems menu entry. Repair actions require confirmation and default to No.

Changes

  • stop enabling TCP timestamps from Diagnostics;
  • stop deleting WinDivert or conflicting services from Diagnostics;
  • stop closing Discord and deleting caches from Diagnostics;
  • add explicit, confirmation-gated Repair Problems mode.

Validated locally on Windows: the Diagnostics block contains no mutating commands.
