Download IPSet data to a temporary file, validate it, then atomically activate it.
Changes
use curl failure/status/time limits;
validate CIDR data before activation;
preserve the active any/none mode while updating the saved full list;
keep backups and avoid deleting the active list before replacement;
handle a missing active file explicitly.
Validated locally with valid/invalid CIDR cases and atomic helper tests.
