Prevent general*.bat strategies from launching a second winws.exe when the zapret service is already active.

Changes

• return a non-zero status from status_zapret when the service is running;
• make all 22 general*.bat strategies stop before launching;
• quote the bin working directory for paths containing spaces.

Validated locally across all 22 strategy files.
