Adds an optional Windows tray companion for controlling the installed zapret service.

  • Shows the service state and provides Start, Stop, and Toggle actions
  • Uses UAC only when changing the service state
  • Adds per-user Windows autostart
  • Does not modify zapret strategies, Karing, or network rules
